基本？それとも技？

テレビ放送の解説を聞いていると、「基礎・基本がきっちりしていないと、こういう実施はできないんですよ」といっています。たしかに基礎があって技ができるんだとわかります。しかし女子について、選手生命が短いから早めに技を習得しなければならないとも聞きます。ジュニアの試合をみていても、やはり技がないと上位にいけないように思いますが、今、ジュニア女子において、基本と技と、どちらが重要視されているのでしょうか？
例えば逆算して、この年齢でこの技を習得して・・・とできる子には早めに技を習得させるのか、それともジュニア時代は基礎・基本をして、技習得は高校からでも間に合うと考えるのか、どちらが主流なんでしょうか？
